Tender to fill places in the social package for private broadcasters is recognized as voided due to absence of applications. The Ministry of Culture, information and tourism plans to announce a new tender.
On August 8, 2014 the Ministry of culture, information and tourism of KR announced tender on the right of broadcasting within the social package of TV channels for the private TV and radio organizations. The obligation to pay a yearly fee of 32.4 million Som for broadcasting, in compliance with quotations of the RPO RMTR enterprise rendering these services, was the main requirement for participation.
The social package is a package of TV channels which will be free of charge for TV viewers after transition of Kyrgyzstan to digital TV. In addition to the state and public TV channels, private TV channels can also get in on a competitive basis. By the deadline of application submission the Ministry of culture, information and tourism of KR didn’t receive any applications. In this regard, the tender to fill places in the social package for private broadcasters recognized as voided.
“The cost of services of RPO RMTR (National Frame RelayTelevision and Radio Network) for broadcasting TV channels in the Social package at the time of the announcement of tender was given as calculated value, now RPO RMTR already held the tender, bought the equipment and began installation of digital transmitters and could already provide the real price which fell almost twice. We don’t exclude that the private television organizations would like to broadcast in a social package which will be a broadcast all over the country. Possibly, they were frightened off by the cost of broadcasting, because at present undeveloped condition of advertizing market in KR it is really hard to benefit. Soon the Ministry will announce a new tender” — the deputy minister of culture, information and tourism Aynura Temirbekova noted.
